Our Department Values Our values set the direction for what it means to work in our department. They inform the standard and expectations of behaviours, skills and capabilities and the attributes we currently have, will continually work to achieve and develop, and that we use to acknowledge and attract, retain and recruit into our department.
The department supports workplace diversity and values the contribution of people from diverse backgrounds. We encourage applications from Aboriginal and/or Torres Strait Islander peoples, people with disability, people with cultural and linguistic diversity, and LGBTIQ people. The department is committed to achieving gender equality and, in particular, supporting women’s progression into senior leadership.
A little bit about us The Australian Government, through the Department of Infrastructure, Transport, Regional Development and Communications (the Department), Territories Division, administers the Ashmore and Cartier Islands, Christmas Island, the Cocos (Keeling) Islands, the Coral Sea Islands, the Jervis Bay Territory and Norfolk Island. The Department also manages the Government’s interests in the Australian Capital Territory and the Northern Territory.
A key role for the Department is to strengthen communities and regions by fostering local economic growth and implementing good governance, including in Australia’s external Territories.
The opportunity we have available The Department is seeking to fill the role of Executive Officer in the Norfolk Island Administrator’s Office (EL1). In this role you will work to the Administrator and the Territories senior executive to provide assistance and guidance to the operations of the Administrator. As an experienced public servant, you will provide guidance and knowledge of government processes and systems to facilitate the administration of Norfolk Island.
As you will be required to relocate for the role, you will also directly experience living in a culturally distinct community, and gain a broader understanding of both the challenges and opportunities of living in a geographically remote location.
What will you do? Your role as Executive Office to an Administrator will include:

  • Provide advice on significant issues for the Administrator, and proactively identify needs and connections across the community and broader Department.
  • Provide advice to the Administrator on policy documents including on responsibilities under legislation, and identifying risks and mitigation strategies.
  • Represent the Administrator with stakeholders to ensure the Administrator is able to exercise their statutory powers and responsibilities in meeting official, ceremonial and civic duties.
  • Review, coordinate, and provide quality assurance on workflow items for the Administrator and Executive.
  • Maintain effective relationships with staff on the island and residents in the community, including preparation of agendas and material for Administrator meetings with Senior Executives and Ministers and delivery of official hospitality and community events.
  • Lead and support strategic planning activities for the Administrators office (e.g. group planning days and other engagement activities).
  • Support the Administrator in their communications and community engagement opportunities.
  • Contribute to the smooth functioning of the Administrator’s office by working closely with the on-island operations teams to ensure good systems and processes are maintained in the territory.
  • Manage the staff and resources of the Office of the Administrator and complete ad hoc tasks as required to assist the Administrator.
  • Provide advice and liaise with Commonwealth agencies and officials in consultation with the department.
What else can we offer? This is not your standard APS role! You will be involved in interesting, challenging and diverse work supporting the department’s role in administering these remote, regional and beautiful environments encompassing national parks, world heritage areas, infrastructure, utilities and complex industrial workplaces. You will be required to relocate, with assistance provided by the Department for both the relocation and ongoing support for living in a remote location, to Norfolk Island and live in the local community.
Additionally, the department offers all employees:
  • Networking opportunities across the department and wider APS
  • Capability development opportunities focused on your individual career goals
  • Mentoring and access to the department’s Professional Coaching Scheme
  • Flexible working arrangements where appropriate, including part time hours and home-based work.
  • Support for women’s progression into senior leadership
Who are we looking for? We are seeking people with excellent knowledge of APS rules and procedures who can independently support the Administrator in their daily activities. We are also looking for effective and creative problem-solvers, with the capacity to respond calmly and pragmatically to emerging situations.
The successful candidates will be able to demonstrate:
  • Excellent interpersonal skills with the ability to work effectively under pressure, assess work priorities, and cultivate and maintain productive working relationships, including with the administrator, senior executive staff across the Department and the community.
  • Demonstrated ability to exercise sound judgement and discretion, work autonomously, and display the highest standards of integrity.
  • A strong commitment to the department’s vision and values, and to working collaboratively to get things done.
  • Excellent communication skills including the ability to influence and tailor written communication to a diverse range of audiences.
  • Professionalism, personal drive and integrity including demonstrated ability to achieve objectives in challenging circumstances.
  • An understanding of, and proven ability to work with a culturally diverse and distinct community.
  • Ability to work outside normal working hours.
  • The ability to work under pressure, managing multiple priorities to meet deadlines.
